The New Deal avoided this dilemma by carefully preserving old cultures and forms. The TVA's new town of Norris in Tennessee is a shining example. The street pattern and house types reflect traditional local forms while including plumbing and electrilcity. The New Deal also preserved and strengthened local culture with training projects.

Modern renewers often think like libertarian economists. Rip up the old structure and give people money so they're "free" to find new housing using their "market power". Normal people don't want this type of freedom. Normal people want SECURITY. Only stock traders want freedom.
