Addison, another town near WDC that gives the sensation of being frozen in the past is Sharpsburg MD near the Antietam Battlefield. When I went down Main Street, I got the impression that many of these same houses were there at the time the battle was fought. I also don't think that it has accumulated big box stores on the periphery. Nearby is the unique Washington Monument thrown together by local farmers with dry stone. Looks like a beehive. you will never see anything like it.
Update on Sharpsburg. A Google drive down Main Street revealed that it is just as I remembered it. There is a small to medium sized mom and pop grocery on the west end of town. All large retail boxes are located either in Hagerstown to the north or Frederick to the east.
However, I can no longer recommend the Washington Monument. When I first saw it in the 1960s it had been semi reconstructed using the original dry-stone method. Since then, it has been denatured by a thorough reconstruction with mortar. It has lost all its charm.
