The noise of cars lacks perspective. I live 2 blocks off of I-95. High rise so I'm way up with nothing to block the sound.
I just stepped outside. The decibels hover in the upper 40s to low mid 50s. Spiked to 60 when the bus went by.
So it's usually at the level you'd experience in a quiet office, even dropping the library quietness.

Right queue a Norfolk Southern transfer just went by 1/2 mile south. I can hear that even inside.
That's not to say there aren't some situations where the noise is higher.
