A very vocal part of city residents seem to resent that they live in a city and not a post-WWII suburb. It drives me crazy because there is a lot of that than there is Alexandria. Go 5 to 10 miles to the west or south and it's right there.

For as much noise as that group makes, they are not succeeding in candidates supporting their view elected to the city council.

My hunch on your thoughts re standing to sue existing zoning codes is that it comes down to legislature > courts. That is, once a legislature passes something a court in the common law tradition may only overturn it under a specific set of circumstances. Property rights, and disputes, are generally things accorded to the legislature to rule on - so if they did so rationally a court is not going to overturn the people’s branch

Arguably, tampering with Old Town is offensive to its dignity. Historic preservation may be arbitrary, whimsical, and exasperating, but may also manifest tenacious agency, sovereignty, even the odd charm of the right to endure, in many instances.

I have a feeling, I may be wrong, that much of Old Town in particular is zoned for higher density anyway than the single family-detached parts of the City

I suspect that "foot traffic" is code for the same type of folks that "bus traffic" is code for. To be fair, they do mention parking issues...

Apologies for not being more clear/direct.

Historically, when a white enclave protests development of additional housing (especially multifamily), public transportation access, or non personal auto access of an sort, it is because they want the enclave to be free of the incursion of non-white individuals for any reason into said enclave.

Looking at the data, OTA is 80% white. I suspect that population wants to keep it that way.
