Believe it or not, this post does in fact have something to do with one of my more usual topics: documenting the history of old buildings.
First, take a look at this document I found while researching the history of a Pizza Hut building. It describes a program that has to do with permitting students to work below the normal minimum wage, including in agriculture. Given the reference to “school hours,” it sounds like this refers to high school, not college. It references “certificates authorizing employment of full-time students working outside of school hours at special minimum wages in retail or service establishments or in agriculture.”
